Japanese Poncho-wearing Pikachu 38/SM-P is the 2017 SM promo from the Alolan Vulpix and Vulpix Poncho-wearing Pikachu Special Box. Kouki Saitou drew the Vulpix poncho; the box pair is 037/SM-P Alolan Vulpix poncho.

Japan date on the desk is 1 February 2017. It is an early SM-P after the XY Mega ponchos moved to regional-form ponchos. The Pokédex line is taken from Pokémon Sun. Pika Bolt first showed on a Pikachu from EX Sandstorm.

There was no English retail of this promo. Collectors treat the pair 037 and 038 as a fire-and-ice box set, not as two unrelated SM-P hits.
